Sociologist, Catholic University of Chile. Diplomat and expert in social policy and children, human rights and international and multilateral relations. Ontological Coach.

She is Secretary General and founding member of the Permanent Forum on Foreign Policy and Secretary of International Relations of the Party for Democracy. Appointed in 2014 by President Bachelet as Ambassador of Chile in Geneva to the UN, other International Organizations and the Conference on Disarmament, she was elected to serve among others as Chair of the Council of the International Organization of Migration and Vice-President of the Human Rights Council. In 2018-2019 she was Chair of UNITAID Executive Board, a fund for innovation on global health.

From 1974 to 2007 she served in the UN holding technical and senior management positions in various continents and in NY, among others, as UNICEF Regional Director for Latin America and the Caribbean and UNICEF Representative in Mozambique and Swaziland, Director of Economic and Social Affairs for the UN Secretary General, and Secretary of ECLAC Commission.

She led, among others, the introduction into law and public policy of the International Convention on the Rights of the Child in LA, the SG policy on HIV / AIDS and ECLAC communication policy and Women and Gender.

She was elected member of the UN Committee on the Rights of the Child (2009-2013) where she was Vice President, leading issues related to Responsible Business Conduct and migration.

She is a member of several civil society organizations, including ComunidadMujer, Hay Mujeres and the Global Health Program of the University of Chile.
