A Barrister-at-Law of Lincoln’s Inn with degrees in philosophy, history and law, has been Chief Speechwriter of the UN Secretary-General, Director of the International Conference on the Former Yugoslavia (Prevention, Peacemaking, Peacekeeping, Peacebuilding), Director in the UN Department of Political Affairs, High Commissioner for Human Rights, (Ag. – Under-Secretary-General), Professor at the Geneva Graduate Institute, Chancellor of the University of Guyana, Visiting Professor at Columbia University and Lund University, and President Emeritus of UPR Info. He wrote the first draft of Agenda for Peace and has published books on UN preventive diplomacy, peacemaking, peacekeeping and human rights. In 2019 the Academy of the Caribbea Court of Justice name him “Eminent Caribbean Jurist”.
